Why wouldn't it be? Why do you want to remove it?
Because im not using it and it's taking up space on my computer :) But was not sure if it was safe to remove since it says "Microsoft corporation".
If it has an uninstaller, it's safe to uninstall.

Unless your hard drive is less than 100GB (my laptop is 683GB) you should probably hold onto it until the next version comes out. It's good to have multiple compilers available.
Try deleting all the files in your temp folder. You may clear even more than 8 GB, depending on how often you clear it.
Run disk clean up (ask for 'Clean up system files'). Check everything.

If you haven't done this at all, this can release oodles of space.

You can also compress the Visual Studio Folder.

(Performance will be somewhat poor, if you use Visual Studio with the folder compressed.)
temp folder, do you mean templates or?
He (I assume a he) means temporary.
