C++ keywords are in english but there are maybe 50 words you need to learn to code, maybe less.
You learn it by doing. Buy a good, up to date book or use good, up to date web sites and write some code. Start small, and work up the complexity.

You need to know at least a smattering of English or things are difficult. In addition to the keywords, there are hundreds of names in the standard library, which are all based on English.
Fortunately, dialects (like American English, Indian English etc.) can safely be ignored; the standard library has been careful (so far) to avoid words which would have different spellings or different meanings in English and assorted dialects of English.

English is not really a problem, and BTW confusion is definitely a part of learning C++ :P
