Best IDE?

I tried Code::Blocks but it doesn't work right. I can't work with seperate files in it, the button to do so doesn't do anything on clicking.

So would love to try a different IDE for C++

Any suggestions? Which is best and simple to use?

PS: I use windows XP so it should be supported

It should be possible to use any compiler because you can manually change the command that is used for compilation/building.

VS Community 2015 isn't valid for Win32.
