They serve different purposes. TC++PL is a reference book, it exists to explain, in his own words, everything about C++. PPP is a textbook, he wrote it for his students to follow when teaching C++ in Texas.
So option one seems dandy to you guys?
If I have just started or I am in the process of learning programming, I would prefer: Option 2 'Programming: Principles and Practice Using C++, 2nd Edition'

If I am already a mature programmer, I would prefer: Option 1 'The C++ Programming Language, 4th Edition'

Extracts from the prefaces to the two books gives the rationale: http://www.cplusplus.com/forum/beginner/154437/#msg798244
I would like some more inputs please :)
