Is this setup ok?

Hi, My classes are going to be started for C++, I'm already good with C language & I'm going to have a new laptop that I intend to use for programming only.
Is it ok to install Windows 7 Service Pack 1 on it with .Net Framework 4.6 & Microsoft Visual Studio Ultimate 2013 on it? Is it all ok to start right with C++ or I'll have to install anything else as well to make it compatible for C++? Do you think Windows 8.1 can serve better in comparison to Windows 7 for programming purposes? I don't want to mess-up as I won't be having much time these days so want to do a one-time complete setup.

Note: If the intent is to learn standard C++, Visual Studio Express 2013 for Windows Desktop (Update 4) is free and has everything that you need.

I've access to Ultimate 2013 (update 4, 5 available officially on microsoft) via dreamspark should I still go with Visual Studio Express?

If you are getting it (Ultimate 2013) for free, go for it.

If not, get Visual Studio Professional 2013 (for free) from DreamSpark.
