Limit Internet Connection Speed

I've got a small business with a local server that is constantly updating and transferring files between our ftp and server
I want to write an app that can can be controled from a Pc in the workgroup (I know how to do this) that limits the internet connection speed (eg 200kbps) for round about 10min, so that you can do your normal browsing and get the emails.

My question now is how do I limit the internet connection speed on a windows xp PC?
