include header to Form.h

here we go again.
For example, I have simple veiksmai.h

and I want to include it into Form2.h

So the event main question: is there any way to use
labas()
where I want to using it?

you're problem appears to be the fact that
labas()
is in a class but you have not created an object, in order to use it you could try:

#include "veiksmai.h"
//all that code
veiksmai myobj;
private : System::Void button1_Click(System::Object^ sender, System::EventArgs^ e) {
label1->Text = myobj.labas(5); // <<<<<< OVER HERE
}

yeah.. I forgot object, but thats not it.
I have problem with inheritance.
'tager::Form2' : cannot inherit from 'veiksmai' , a ref class can only inherit from a ref class or interface class
