CAN'T TURN ON WINDOWS SECURITY CENTER SERVICE

Hi guys! I have Windows 7 Ultimate 32-bit. Just in one day the action center says that the windows security center service was off. I'm trying to google it just what i see in windows 7 FORUMS they say that there maybe error about my ActiveXcontrol but its not like that.. my situation is when i run services.msc in run command and finding security center and i found out its been disabled, when i set it to automatic and clicking start service it will automatically start.. All are ok..but then after, Action center pops-up says that the firewall is off and no antivirus in installed and windows defender is also turned off.. when i click each or when the time i repair it, after a while action center pops again the WINDOWS SECURITY CENTER SERVICE is turned off..I already Scanned my PC i have Norton Internet Security 2011 (Updated), Malwarebytes Anti-Malware (Updated), but there were no threat or any risk found.. What should i do?
Need some help turning Windows security service center on. But How??..
