freeze windows login

hi all

friend of mine made timer program for me it is simple to make force logout after one hour from my 64bit windows vista home premium by delphi c++ but Unfortunately he don't know how to make my computer showing screen with this program so no one can bypass this screen unless he put the password for the timer program (then can access all windows+internet)

anyone here know how to do the startup windows screen freeze
