Two USB joysticks, force one to be enumarated first

I built my own arcade cabinet with two joysticks and several buttons. Each of them is connected to one printed circuit board:

It has a cable to connect it to a computer via USB, it is then recognized by Windows as a "Generic USB Joypad". It works perfectly.

The problem is that in my cab, the left position is the number 1 and the right, the number 2. But the two boards are connected to a USB hub and I would like the left joystick to always be recognized as the first one when enumerated by Windows (for emulators or PC games). Is there a way to programmatically do that?
