applying icon position changes in Vista

Hi, Im currently working on a program which saves and restores the Desktop Icon Positions. to do this i am using varrious listview messages. The problem that I am having is that under Vista x64 is that if I reboot or refresh the desktop all the icons will go back to their original positions (This is also the case for other programs that i have downloaded to do the same thing) If I move one Icon after restoring the changes are applied but I would like the program to do this.

I have tried using DDE commands and some Shell commands but cannot seem to find a solution. If anyone has an Idea of how to commit the changes I would appriciate your input.
