I was wanting to make a program that will say hello in an actual voice when I turn my computer on and also allow me to speak to it for example "open chrome" and it will open chrome is this possible in any way and would anyone be willing to shos me.

First, that would take a lot of coding!

Second, look into "Microsoft Speech API (SAPI) 5.3". There's a developer kit out there for it but I'm not sure exactly where and I think it's c++ compatible.
