XOOPIC/OOPIC code

Hi All
I want to use XOOPIC/OOPIC code written in c++ and available from http://ptsg.egr.msu.edu/ but I cant run this code.I am sure that this code is true and works safely. a description of this code is given here: http://ptsg.egr.msu.edu/pub/codes/xoopic/oopic_manual/userman/sec5_2.html . please every body tell me how to run this code or what is the problem.
