What's the deal with irc?

I never really had need to use irc but yesterday i download xchat and logged onto a chat channel that was supposed to be for jokes. There were a whole bunch of people logged in but no jokes were posted. Infact nothing was said by nobody.
what is going on really? Am i missing something about these irc channels?

Most people on IRC are online 24/7 and even when they're not AFK they check the channels they're in at most every few minutes. Therefore, conversations in less frequented channels are often intermittent.
