I Googled "133t" and found a link to the Urban Dictionary. It read:

"A commonly used word to mis-represent "elite."
Frequently used by "script kiddies" to make themselves feel like hackers.
A sure sign of a genuine loser."

Is that what it really means?

Basically, yes. As true elites don't have to do stupid things like that. Did you ever see Ritchie or Stroustrup go around using it? No, because they were true elites. ;) :P
