Windows 7 Deletes DLL Files

Yesterday, I install a program (the name of the program isn't relevant right now) and it ran fine. Today, I ran the program again, but this time, Windows was complaining that it couldn't find a specific DLL, along with "Win32 Error 126". I've tried reinstalling the program but the same thing happens.

Why is Windows deleting DLL files?
