While we maybe could use some sort of spam control, I think that it might end up being redundant with the community ban feature in place (depending on the threshold: 5-6 -> no problem).
would 25 posts a day really stop trolls? I think 25 is more than enough to be a considerable annoyance, and restricting the number of posts also stops new users who are serious about c++ from participating fully, which I don't agree with.
I would probably restrict it (if at all) to making a certain number of topics a day for a week (or whatever). Although to be honest, most of the disruptive topics get deleted in < 1 day anyway.

While this is true, last night (to me) a new comer to the site got a lot of abuse from spoon licker after his second post for wanting to teach his son C++. I would not be surprised if we don't see him again.
I also don't believe in punishing others for what some might do, we need to be able to deal with problems quicker, as they arise, not treat everyone as a potential troll.
How about a 'Troll' button in the user profile, visible via rules set out by twicker (post count, people he trusts ...). If two or three trusted people click that the user is a troll, the account gets suspended until twicker can look into it for the final decision.

I disagree with this part. I don't think there should be any way of normal members knowing how many people have clicked the button because seeing that others have clicked it could encourage someone to click it who otherwise wouldn't have.
The idea would be that only trusted people would be able to see the 'troll' button. The visual would be to let everyone know that something is being done, including the potential troll. I don't think the people I would have in mind would be sheep and go and click the troll button just because they saw an icon. For me I would more likely go and click if I didn't see something because I would not know if anything had been done.
I wonder how many people report the same thread via the report button because they are unsure if it has been reported or not.
All we need is a 'Vote to Ban' button, or something similar. It should be visible to everybody so that someone can see when they are out of line. After 5 votes, the user is suspended pending Twicker's review, and all his posts are hidden/deleted. Although everyone can see how many votes have accumulated, only people with > x posts that have been a member for at least t amount of time could actually vote. This, I think, would be perfect.
Because 5 veteran members could easily vote a troll into silence within 20 minutes and avoid further problems by that account, while it could take twicker much longer to respond after 5 reports.
If this forum measures it members by number of posts then spoon licker(notice the space now...) is now a valued part of this forum. =)
On a more serious note trolls and such really annoy me, and I'm a no-nonsense kinda guy. So when I see someone with no life so he has to go around online to get attention like that it makes me want to track them down, and...
