Can I use the forum layout?

I would like to have some PHP exercise and I was thinking about developing a simple message board. Is it ok to use the forum layout of our community? I can design simple webpages but I'm really not that good and artistic. Who are the admin guys here anyway (forum alias)?

I don't know about lawyer stuff and stuff like that. Actually Copyright is still kinda vague to me, also All Rights Reserved.
I mean, license agreements are too long and tricky to read right? Man, but they have to be specific so I can't blame them. What is the statistics that people will read the EULA?

The purpose of copywrites is just to prevent people from taking other's ideas as their own and making money off of them. If what you want to do isn't for money, then it's problably no big deal.
The problem with your answer is the probably in the last sentence. Among many mysteries in this universe, understanding copyright law is one that we will not solve. Not until we have quantum computers, anyway.
You can't reproduce copyrighted material in any way unless that material has a permissive license or you get permission by the copyright holder
A copyright sign on a website indicates that the web-design and all of front-end components are copyrighted or reserved by the website owner. However, since you are creating a personal project, you can use the design for you project. Just note by law, you cannot distribute or post your project on the web for public to see/use.

Although penalties are somewhat lenient and there is not much can be done to prevent this, its important to note DMCA policy is utilized by many companies including Google.

But in the short answer, you can use the design if you just want to learn more PHP. Keep the files on your local computer and don't share them on the web.
You don't need a copyright sign, everything is "All rights reserved" by default AFAIK.

I didn't know there was more than one admin... I thought this was just a site that twicker created and maintained for fun. Apparently someone called Martin is involved too... Huh.
hmm... who the heck is Martin lol?
I thought/assumed twicker's name was "Juan" because the tutorial is credited to "Juan Soulie". My guess is that Martin is an admin, not the admin, because he said "I don't think it will be a problem", implying he doesn't have the right to give permission.
