You are standing at the end of a road before a small brick building.
Around you is a forest. A small stream flows out of the building and
down a gully.
You have to wait until you reach level 15. You'll learn tackle then. But it won't make that much difference by itself, since your attack attribute is miserable... So, yes, until you hit 20 and evolve, you won't be able to inflict any serious damage. It was worth a try though.
Can I learn Surf? I'm fairly sure my trainer has HM03...
AFAIK, you can't learn any TM or HM moves as you are now. You have to evolve first. It's annoying, I know... Unless your trainer has 'experience share' or 'experience all' (depending on the version you are in), it's gonna be hard for him/her to raise you. If I were you, I'd have him/her drop me at a day care center and come pick me up later.
Last time I went to daycare, all the other Pokemon made fun of me :( I'd go again to give them what-for, but I'm only level 8; I still only know SPLASH :(
With regards to the attack attribute conundrum; I've been having lots of PROTEIN so I'm getting stronger.
Hmmm... There are some bugs in the red/blue and gold/silver versions that your trainer could use to get many rare candies fast. Then you could evolve and reach level 100 in no time.

Nice! Though, mind that you'll need to boost your special defense too... When you evolve (I assume you don't want to stay like this forever) you'll be a flying/water type pokemon and electricity will be your worst enemy... This is not really a problem for the Pokemon League (the guys there are pathetic; you'll most probably be able to knock them out with one hit), but it is for PvP battles and Battle Tower.
