I idle there a lot. Usually I'm just at work, but I idle even when I'm at home.

Yep, lots of idling going on.

Hey lets join the IRC, even you're idle. It's still nice to see huge number of people online (even idle)

Is the server offline?^^

Well, at least 6 idle people is better than 3 idle people, lol. It could use some more activity, though.

People join the IRC, you just have to.

How does this work? I got irssi on my Linux Terminal now, but I don't know what to do. ( I connected and joined, like instructed in the first post. )

I've never used irssi, but with XChat all you need to do is start it, select a server (or enter the address of one if it isn't listed), wait for it to connect, and then join a channel. When you join the channel, you can communicate with people.
