Without anything to check his power - there's no reason the following logic can't cross his mind:

And just the fear that an old man who has nothing to lose at his age might do this keeps other's from doing what they otherwise would.

A not unreasonable concern for anyone to have. The world has been facing and considering much the same for months now.
Whatever the outcome, it shows what a clown putin is. If that is the plan it is likely nobody will be left in that scenario to remember him - cf MAD. If it isn't the plan then why did he suggest nukes in the first place?
Only a clown would behave like that.
