why cant i play c&c 3 on high graphic settings?

here is my system specs:

windows 7 home premium 64-bit
intel Pentium e6500 overclocked at 3.3 ghz
6 GB of ram
Geforce 240 gt with 1 GB of video ram

when I try to put it on high settings it gets about 5 fps. I know I have the the latest drivers. Any help?

Yes I can play fallout 3 on high at 1680x1050 resolution, getting around 25 fps. I've tried lowering the global settings in the nvidia control panel, but it didn't do much.

Do you have a high ping?...

Because High works for me on a way lower system, so I guess it has to do with something else or background processes...
