CMOS battery

My PC is about 5 years old and the CMOS battery run out, so I bought a new one and replace it. (I tested the new battery and it's good)

The problem is that after the next time I turned on my computer, I notice that my BIOS settings is not save. I check the new battery and test it and I'm surprise that 3v drop down to 1.3v

Any ideas what's the problem? I already waste 2 batteries, it's very annoying.
Perhaps a faulty motherboard?
So basically I can't do anything to fix it? Thanks for your reply, I guess I just have to set the time every time I turn on my computer :_(
I'm not sure; but I don't see what else it could be.
