Is Snapchats timer implemented on server or client

I was just curious on how apps like Snapchat implement their timers. Is it implemented on the server or client side code. Could it be easily manipulated if it was on the mobile client? (Personally I don't see how, since its on a mobile platform and nobody has the tools to manipulate it. Though I could be wrong).

Periodically cull files that are too old.
