Perhaps you have to be a member of the cplusplus community on Github. I am and was automatically allowed in when I signed in.

Yeah I think it's just for people of that org.
My point was more of the chat itself. Markdown support in real time chat! GitHub integration (can mention PRs, issues, people, watch repos live, etc). Gitter is pretty damn cool is my point. Worth checking out. It does allow for custom channels, but it's a paid feature. But for free you get rooms for any repository and organization that you're a part of.
