Next Generation if statements?

I was chatting with this user Eelis (in case you aren't familiar with his work: http://open-std.org/JTC1/SC22/WG21/docs/papers/2014/n4127.html ) and he showed me a paper he wrote up proposing next generation if statements. This is nice, I like to declare variables inside the conditional but it's not always possible.
