If following Microsoft's instructions was 'noobish', then yes.
It happens whenever I load from Hibernation, or when I have something plugged into a USB port when I turn on my laptop. I had some problems with 7 before, and uninstalled it and reverted the partition. (The UAC was spazzing out on me, I got it again thinking it would be fixed by now) When I booted back into Vista, it was faster than ever... o.O And now it's slow again.
It's not exactly 15 minutes (it's more 10 minutes, but I don't really keep track, I'll time it next time).
Specs:
3GB of RAM (Not completely sure what kind)
Intel Pentium 2 CPU, Dual Core @ 1.73 GHz each (2 cores, 2 logical processors)
OS- Windows 7 Build 7100, Vista Build (?)
HDD- Class B SATA, 250GB (66.8GB to 7, 155GB to Vista)
I don't think it has anything to do with the actual laptop, so, as Helios said, it is probably having problems reloading everything. I don't know why, though.
Hm. The RAM should be enough. The CPU is a little slow but two cores should make up for that. I'm assuming it's 32-bit (x86).
I'd love to be able to say "That's just windows for you" but as I still use windows for programming (I cba to do it on Linux, I just use that for everything else :P) I can't.
It could be a memory or a hard drive issue, although I doubt it. I'm not sure, but I think windows writes everything to the hard disk before hibernation.
Also if it is hybernation then it won't be POST. Anyway that would probably indicate a BIOS issue, meaning you would need a reflash.

I'm using "stupid" as a noun meaning "a stupid person", therefore, "a sincere stupid" is "a stupid person who speaks believing what he says is true". It's the the polar opposite of a troll, which is a non-stupid person that knowingly gives wrong information.
If it's a HDD issue, maybe I should defragment it... although that probably won't do anything. The spindle speed on my hard drive is 7200 RPM (I think..), so file loading speeds shouldn't be a problem.
And I post on Yahoo! Answers, but only when I'm bored and have nothing else to do.
