I think you'll have more chance to find someone by looking inside your village for programmers, instead of the other way around (asking programmers or they come from your village).

Indeed - the tutorials on this site are pretty damn good I got to admit. They can get you started pretty nicely if you follow them through and make your own programs as a test after you finish each section.
