Final Year Project Proposal

I am considering making a C++ driven web site. The concept I am trying to acheive involves showing how C#,PHP,JSP can be beaten in terms of cache misses and memory usage and I hope to conclude how the web's carbon footprint can and should be reduced via this type of optimisation.I have been researching a little on cppCMS, WT, CWS, TreeFrog and am starting to get a bit overwhelmed!
Has anyone out there got some advice or guidance to direct me with as I need to be submitting this proposal asap.
