Windows Forms Control Library

im very new to this,, what is a Windows Forms Control Library ?? i noticed that you can create winform controls in it, similar to windows forms application
(im talking about creating buttons, textbox..etc)

i tried to attach it to a process hoping a gui will pop up :/
