Where Do I Start?

I had an idea for a cool program idea, but I don't even know where to start. The program I use to edit (Sony Vegas) likes to create *.sfk files randomly throughout my computer. Is there anyway to create a program that when ever a *.sfk file is created it automatically goes to a designated folder? And if so, where do I start?
