tangent points on a circle

we have a circle's center coordinates, its radius and an external point coordinates.

We need to find the coordinates of the points (2) where this external point creates tangents (2) on the circle.

Do you need to do this in a C++ program, or is there another reason this is asked in a C++ forum?
