mobile keypad

i want to make a mobile key pad,but no know how can i handle key bouncing or handle time interval between pressing key.i want if i press 2 for 3 time it writes c and if dont press 1 key further for 1 sec it takes next input.
please guide me

I don't understand at all.
Is 'mobile keypad' the keypad of a mobile phone?
How are you going to 'make' it? Do you want to make numpad act like it?
What is 'key bouncing' ?
