So there is no way to 'do something' in the Windows console without user input?

I've seen people portray programs they have made as a console program, but it would have moving text, while it waits for the user to input something. Like
| to / to | to \ to | or something, while the user can still type something in. I'm guessing this was actually a falsely labeled Win32 program?
