VC++ document outlines

How do you write a document outline for VC++? I have been seeing that window on the left side and it's annoying the hell out of me that I can't use it (It says "There are no items to be displayed--blah--blah--blah"). Is it even possible to write a document outline in VC++ Express, or does it require the pro version?
