If that's in reference to Dev-C++, it's extremely backward. It's been a few years since the last update, in fact. MSVS Express is much better IMO, though you can also get wxDev-C++, which is newer than Dev-C++.
SAPI = Speech API.
Also, I'm sure many would prefer it if you didn't use the Windows APIs, but... if you insist. I'll just say that CMU's Sphinx is not iPhone directed because the first post on the news section of the front page says it has improved for iPhone.

No. But you do need an API that lets you do speech operations, like the Windows API. I don't remember whether or not Dev-C++ came with the capabilities to use a high enough version of the Windows API.
I just read over the SAPI´s Overview and found out, that it is not impossible to do so...
But if you may know about "Dragon Naturally Speaking" or some other SR-programms, they are shipped with about a few GB of data which contain the grammar and dictionary...
What I am saying is: If You wan the API to know what You are saying, You need -at least- to create a command grammer, which contains what it shall regognize... means-> You need to get anotgher vendors grammar/dictionary lib, or write one yourself (word bei word^^)...
