Libraries needed to network?

Hello, I'm a beginner in c++ programming and i would like to create a program that would transfer characters or strings from a Windows 95 to a Vista computer through a cat5 Ethernet cable. The question that I have is what libraries (or .dll's) are required to do this?
(just give me a general direction and I should be able to figure it out.)
