alphablending

hi everyone , I was just wondering if anybody could help me
with this . I wish to alphablend an image over a live video . The
image must become transparent as I apply a tool brush over certain
areas for the live video to be seen through. I find this sort of
transparency in Vista but, the problem is the whole image becomes
transparent (for instance : glass2k) I need transparency over certain areas.
