I AM WISHING TO MAKE A QUIZ PROGRAM IN TURBO C++. I WANT TO PLAY SOUND FILE AS THE QUESTION OF THE QUIZ. HOW CAN I PLAY THE SOUND? DO I NEED ANY EXTERNAL LIBRARY FOR SOUND? HOW TO CODE A SIMPLE SOUND PROGRAM? PLEASE GIVE A GOOD SUITABLE EXAMPLE!

What is your target system? Windows or UNIX? It's very platform-dependant to process sound unless you can access the sound card/driver directly; and I doubt may operating systems will let you.
Before you do this kind of thing: do you have a solid understanding of how sound works in a computer? What Analogue and Digital sound are and the differences between them? What Sine waves are, what Sawtooths are? The way sound is processed by the sound card? Or are you literally just trying to get windows to play some wave files, because if so; that's incredibly easy (but boring).
