How can I use the offline CPP reference?

I downloaded the zip file off of: http://en.cppreference.com/w/Cppreference:Archives
There are a couple off .py files like:
index2autolinker.py
index2browser.py
index2ddg.py
index2devhelp.py
index2doxygen-tag.py
index2highlight.py
index2search.py.

A quote about the file from the site states:
"Note: the utility scripts and a makefile are contained in this package, so it can be used as full upstream source."
But i tried: ./configure and make, and make install.
As well none of the python files work.
The reason is, I want a full reference of documentation with search.
