ASCII (sorry its not C++)

Ok, so i was looking up information about ASCII cause I had absolutely no clue about what and why and I came upon an article talking about the 4chan google spam of the ASCII character &#21328 but when looking at "complete" ASCII tables I couldn't find anything that would make sense as to how that character worked, anyone care to explain about these weird characters please?

That's Unicode, not ASCII. U+5350. It's the Chinese character 卐.
