I'm planning to include some network support for my emulator (running DOS/Win95). Anyone knows what the easiest programmable card is that windows 95/MS-DOS supports? With or without interrupts (interrupt support is already build in).

Without knowing your requirements I'd recommend the Ne2000 as a starting point.
