Error spawning cl.exe

Hey Everyone, I am using microsoft visual c++ 2006 version.. fews days ago when i build a DOS program, in the output bar.. the program was stuck saying compiling.. and then when i click on the " Stop Build " button.. I does nothing and i cant even close the program which says that it is in the process of compiling.. i have ctrl+alt+del to close.. WTH is wrong??

Well yesterday i had another error.. i wrote a new program.. and when i build it
it gives a error
" Error spawning cl.exe "
The previous programs i made can easily execute.. but it gives error executing any new program even though there is no error in it.. i tried reinstalling the program but it didnt work.. I also googled the error.. They told that i have to set some variable paths for cl.exe and vcspawn.exe.. I just cant understand this solution..
