fatal error on win32_config.h of my program

Hi everybody,

"fatal error: win32_config.h : no such file or directory"

I'm try to build and run a source code (source package) which is written in c , it's about p2p local cache.

and this error will be prompt.
could anyone please guide me how to solve or which compiler may i use?
i'm using code::blocks 12.11 IDE.
