VGA i/o port 0x3B8/0x3D8 and 0x3D9 effects?

What happens when, on a VGA, you read or write to ports 0x3B8/0x3D8 (depending on MDA mode) and 3D9? Is this compatible with the older adapters? Or is read/write access to these ports just ignored?
