Get character from console

hiiiii everyone
I wondering if there is a way to get a character from the console like for exp I have this text printing in the console

and I want to get a 20 length string begining from coordinates(x,y) 15,2

I know this is tricky one but any help would be appreciated

You should know that MSDN is all bullshites words with no exemples so
