Adding text onto Image

Okay so we are working on this Posterization project which is suppossed to resemble and Obama Hope poster. We have succeeded in doing all the borders and posterization. We just need help adding the Capital letters of HOPE towards the lower part of the image. The letters have to be in light blue. If someone could get us started with some code we'd appreciate it. The letters have to be able to work on any image put into the program. Thanks for any help given!
