"Best" is a very subjective term. I recommend Visual Studio's 2010.

I also enjoy visual studio. I use 2008 but that's only because 2010 doesn't seem to work with a certain library i use.

Code::Blocks is also a good option. It is VERY lightweight!

I use code::blocks and it's really nice. Though it lacks all the little and nice things that ECLIPSE has for java. I've also used visual basic, but for beginners I find it really bulky. I'd suggest to start on code::blocks and then go to visual.
