Test 2nd column in txt file

I have a small program where I need some help please...
I have a txt file:
]title(text)
]g 30
]Test1 5000
]Test2 <<---------- Test the 2nd column of this part
1 3 5
400 4 0
40 -1 0
]end
]Test3
0 0 0
5000 0 0
]end
]Test4
0 29
]end
]Test5
100 150
200 150
500 150
]end

I wish to test the 2nd column of "]Test2" and check if its >0 so i can launch another function...
