Nah, that is just your interpretation of it. He is just pointing out that people with dyslexia have hard time learning, which is a fact, but in no way is connected to their intelligence. To learn C++ you have to read and dyslexia is a reading disorder so it is harder for them to learn it compared to one without it due to not having to fight to understand symbols and such as they read the text.
